Going through the notes this apears to be more of a 'nerf' expansion and a bug fix list than anything else.
The only really new item is the Orca "Which I AM thankfull for" and the 'changes' to the BR's.
Other than that I have a tough time saying expansion. Please hold of on this and review the missile changes, speed changes some more.

a few of the changes im just Meh about, everything else is a -1 for my reviews.
Every MMO i play (other than wow, which i wont play) has been getting Nerf batted. when is there going to be a game that actualy gets better :(
Games get nerfed, its part of the life cycle. Game comes out, devs add crap without thinking through every possible path those changes can open, 2-3 months down the line some player figures out something game breaking(dev's POV), another 2-3 months down the line everyone is doing it, devs need to nerf to bring everything back in line.
Its just how it works, and its not even the devs fault. These games are complex; its part of why we play them; so the devs can't possibly think of every single situation... there are many more players than devs who have the time to think up every possible situation though.
Sure it sucks for players who got used to the way things are, but it happens. Granted in most games you don't have the HUGE re-balance of multiple systems all at once that Eve got this time around. But.... I like to think that this patch is CCP saying: "We really screwed the pooch, and to go forward from here we need to reset everything back to how we actually wanted it to be, development of new features and content can now go forward as usual.".
The only other options from a developer standpoint though, is to overpower everything else to match the broken bits. They'll take a ding in subs, and **** off some players. They'd take an even larger ding in subs and **** off even more players though if they started buffing everything else to reach a parity of power with nano. What they did is the right choice.
It has nothing to do with PVP vs Carebear, and everything to do with long term health of the game. Don't believe me? Go try to manage a game with as many variables as Eve. Inside a year you'll be swinging the nerf bat yourself, no matter what your players say or think. Its not a popular thing to do, but sometimes it simply has to be done.
